Seven arrested for lewd behavior in public parks.

The Volusia County Sheriff's Office has arrested seven men following a two-day operation that addressed complaints about sexual activity in Volusia County parks.

According to a release, the undercover operation took place on Wednesday and Thursday at several locations: Spruce Creek and Doris Leeper parks in Port Orange, Sleepy Hollow Park in New Smyrna Beach, Lake Beresford Park in DeLand, Lake Dias Park in DeLeon Springs, Thornby Park in Deltona, and Mariner’s Cove and Green Springs parks in Enterprise.

During the operation, deputies, both in plain clothes and in uniform, observed each defendant expose themselves and begin a sex act before taking them into custody. One of the defendants, Daniel S. Osborne, was found to be on felony probation for attempted first-degree murder. Another defendant, Scott Downer, was discovered to have a similar arrest in June 2017 at Valentine Park in Orange City.

Those arrested were:

  • Daniel S. Osborne (DOB 3/23/1979), New Smyrna Beach, exposure of sexual organ and violation of probation for attempted first-degree murder
  • Ronald C. Clemens (DOB 1/7/1943), Sheridon, Ill., exposure of sexual organ
  • David D. Harris (DOB 3/28/1968), Daytona Beach, exposure of sexual organ
  • Felix L. Luna (DOB 6/25/1973), DeLand, exposure of sexual organ
  • Scott D. Downer (DOB 9/28/1957), DeLand, exposure of sexual organ
  • Scott E. Carnathan (DOB 6/20/1971), Deltona, exposure of sexual organ
  • Joseph H. Willems (DOB 3/17/1995), Deltona, exposure of sexual organ

 

In addition to their criminal charges, each defendant received a trespass warning for the park they visited. The operation was a joint effort by the East and West Volusia Crime Suppression Teams, Deltona Crime Suppression Team, and the East Volusia Narcotics Task Force.

Future similar operations will be conducted to deter lewd activity in public parks in Volusia County.
